The Impact of Regulatory Sandbox on Business Model Innovation in the Digital Economy: Global case Insights and Implications

Abstract

The rapid development of the digital economy has transformed business operations, driving the need for innovative business models while challenging traditional regulatory frameworks, thereby highlighting the critical role of regulatory sandboxes in this context. This paper conducts a comparative analysis of three prominent regulatory sandbox models implemented by the UK Financial Conduct Authority (FCA), the Monetary Authority of Singapore (MAS), and the Australian Securities and Investments Commission (ASIC). Drawing on policy documents, empirical studies, and documented case outcomes, the study examines how different sandbox designs, ranging from cohort-based to notice-based models, impact business model innovation (BMI) across jurisdictions. The analysis reveals that supervisory intensity, ecosystem integration, and investor signaling mechanisms significantly influence sandbox effectiveness. The paper proposes a comprehensive set of policy recommendations for developed and developing countries to enhance sandbox design, including hybrid access pathways, iterative regulatory guidance, consumer safeguards, and cross-border cooperation. Additionally, it highlights the limitations of current sandbox evaluations and outlines a future research agenda focusing on data transparency, causal inference, and emerging technology governance. By synthesizing global practices and deriving actionable insights, this study contributes to the broader discourse on agile regulation and its role in shaping innovative ecosystems within the financial sector.
