Recently, we have witnessed an increasing number of crises, not only natural disasters but also man-made ones. In such crisis, the different actors involved in the resolution have to act rapidly and simultancously in order to case efficient control and reduce its impacts on the real world. To achieve this common goal as quickly and efliciently as possible, these actors must join their respective resources and skills to collaborate and act in a coordinated way, most often by following a plan that specifies the expected flow of work between them. Analyzing the importance and interaction between these actors helps us to have an organizational perspective on crisis management, in order to improve the performance of these actors. This paper aims to build a social network of stakeholders that helps to show their interaction in crisis management. On top of this social network, we can apply measurements to perform further analysis, such as: network cohesion metries, network centrality, and prestige metrics, etc.vi_VN
